I am not sure on that conversion, i travelled in 2017 where I had a first stamping. Not sure what COVID rules have changed things. When I travelled all they looked for valid I 94. Pls check with cruise immigration.

You should be eligible for AVR even if you did a change of status from F1 to H1B. You just need to show the valid H1B I-94 and the expired F1 visa stamp in your passport. Also carry employment verification letter, last 3 pay stubs and the copy of complete H1B petition packet (I-129 with LCA and other supporting documents) just in case you are ask for at the POE.

I am in the same situation with an old expired L1 visa stamp and current H1 approved with a valid I94.
Hello @radha_madimi, which cruise line did you use? I talked to Carnival cruise and for them its a requirement to have a valid stamping.
