Can I file I-765 H4 EAD application seperately, while COS from F1 to H4 is Pending

I have a question regarding filing H4-EAD (I-765) application.

In Feb 2022 I filed change of status from F1 to H4 which is still in-progress. Now can I file H4-EAD (I-765) application separately or do I need to file H4-EAD only when COS will be approved.

You may file a separate EAD application using the receipt of H4 application.
