Can you look for appointments in Canada & India simultaneously?

I currently have MRV fees paid for India but not getting any appointment dates due to ongoing covid crisis. As an alternative can I start a new DS160 and look for availability in Canada(as I’m currently in Canada visiting family)? Will the MRV fees for India still be valid and will I have an option to choose the earliest appointment between India or Canada?

The MRV fee is valid only in one country. You can book in Canada but will need to pay separate fee there.
