Dependent (H4) dropbox visa appointment date before Primary (H1) appointment date

Hello,

Is my Son (H4 minor) is eligible to go for a dropbox visa appointment before my (H1 primary applicant ) visa appointment date or not?

H4 : 17-Jun-22|
H1B : 20-Jun-22

Primary applicant will be in India at the time of H4 appointment date.

Does H4 require an H1 stamped passport copy?

Note: This is not first time stamping
