Dropbox Eligibility : Approval using a separate petition after 221g scenario

Confused with the dropbox eligibility question “Form 221g issue and then approval is not counted as visa denial”

Below is my history,

2014 : Got H1B Visa Approved
2016 : 221g - Refusal
2019 : New H1B Visa Approved
2022 : New H1B Petition from USCIS Approved, Need to get Visa stamping.

Visa issued in 2019 does NOT have any Annotations.

Am I eligible for Dropbox ? Appreciate any input.

Is there any sure way of knowing if I am eligible for Dropbox by contacting US embassy or Dept. of State ?
