EB2 to EB3 downgrade - Physical Therapist - Schedule A

My Wife is a Physical Therapist. She has i140 approved in Eb2 with PD Oct 2012 (Employer A). As a Physical Therapist, she falls under the schedule A category and except for PERM application. Now she is working with Employer B on H1b, so question is, Can she downgrade from Eb2 to Eb3 through her previous employer A? If she does, then new prevailing wages application required?

I have heard several attorneys and the opinion is a bit divided for EB2 to EB3 downgrade with Schedule A.

My opinion is that its not possible to downgrade as there is no PERM available.

You can check with your attorney too as a second opinion.
