Hi Anil, My h1b extension was filed in September in regular mode(Nebraska) and I94 is getting expired on Dec 31,2019. I need to change the client, can my employer file an amendment petition after I94 is expired. Thanks!
You can file H1B amendment but the pending extension will become a bridge petition.

There is no fixed sequence followed by USCIS but bridge essentially means that you should have the first application approved first.
Sometimes, USCIS sends RFE and asks you to wait for bridge petition approval but other times they just approve the new petition first. It depends on the USCIS officer and varies by service center too.
