H1b Dropbox eligible criteria with f1 rejection in the past?

Hi,

I’m i eligible for the h1b dropbox with following experience?

  1. F1 visa approved in second interview in the past(Failed to get f1 visa stamping in the first interview but it got approved in the second interview with same info)

  2. Received 221g for the h1b but it got approved in 8 days and no annotation on visa stamping.

Visa rejection or 221g are not part of eligibility criteria.
