H1B extension approved but H4 no update

I am in USA. My H1B extension was filed last year (i-797 expired in Aug 2019) and my 240 days were about to complete on April 2020. It went to California center, then moved to Vermont, received RFE and then upgraded to premium while responding to RFE and it got approved in March 2020 for 2 years.

But my spouse H4, biometrics were taken on July 2019 and it is struck at California Center. When I checked with USCIS, then said it is out of processing times but they are still working on it, Is it illegal to stay or due to covid any exception or does she needs to travel back India? Because I heard that it can create issues later during stamping

I am in the same situation. H1b was approved June last year. We filed the H4 together. Biometrics was done on August, and no update so far.
