I864 for dependents; Employment based I485

I understand that I have to file i864 for derivative (dependent) applicants. I am also filing for 485 based on my approved i140. I-864 instructions are confusing. It looks like only US citizens and permanent residents can file 864. Here is the part of the form.Untitled222

Turns out you don’t need I864 for the dependents if you are applying based on pending or approved i140.
