Passport renewal application form shows different consulate location

I live in North Carolina. I noticed that my application shows Consulate General in Atlanta even though my application should go to Washington DC. I did not see an option to choose the consulate while filling my application. Is there a mistake here?

It does ask for consulate info when you register on the Govt. website to fill in the application.
