What are some examples of PRO-RATA and NON PRO-RATA occupations in IT

Is it really advisable to file 2 EOIs, one with PRO-RATA Assessment and other with NON PRO-RATA Assessment?

You can as long as you have positive assessments (from relevant skill assessment authorities) for both job codes.
