When is the VISA Number Allocation in 485 Process?

When does the VISA number is allocated to I485 applicant ?
One of the Instance is at the time of 485 approval.

At any stage, Will the USCIS reserve the VISA number when the dates become current and biometrics completed ?

Currently the report USCIS published shows only the 485 approvals and do not show if any VISA number is reserved. If reserved, that could be counted as Wastage ???

Nobody knows when the visa number is allocated except the approval time.

I have heard from some attorneys that USCIS has some step where they can allocate and reserve the number as per their experience but they are also not sure as to what step it really is.
