Apply Indian passport renewal at VFS center for parents in USA

Hi,

My parents are old and can not visit VFS center physically in order to apply Indian passport renewal. As a son, can I visit VfS center physically and submit their applications on behalf of them? If yes, then what consent form is required from them?
