While filing my EOI application, I came across this question: Are there any family members the client would like to include in a future application? I have a boyfriend right now and we are still ineligible for De Facto that’s why we’re still completing the minimum requirements of 1 year evidence of staying together. So, I only applied for Subclass 190. Soon, we will be applying for Partner Visa or atleast grant him a work visa once I got the Visa 190. My question is, should I include him in my current application? and answer YES on this category?
If your plan is to apply for his visa as soon as you get your 190 approved, then, you can include him.
Usually, I suggest people to wait at least an year after 190 approval to apply for person who is in de facto relationship. This improves chances of approval.

As I understand, the de facto relationship requirements state that we need to provide proof of living together for at least one year before submitting our EOI.
If i was in your place, i would have selected ‘No’ as the person is still not counted as my family.
