Dropbox For B1/B2 Visa

I have 2 questions!

When applying for a Dropbox, must I do the Dropbox in the country where I got my most recent visa?
Or can I change the location for that?

Can I also apply for Dropbox with a slight change on the application? i.e My recent visa was B1/B2 (said tourism during interview) if I apply for Dropbox and put a different reason(clinical rotation) with hospital documents under the B1/B2, will it change anything?

The reason will not make a difference as long as it still comes under the B1/B2 definition and is an allowed activity.

Most US embassy do not allow dropbox for B1/b2 visa if you apply outside of your home country.
