Hi, my sister is applying for a B1 B2 visa renewal for tourist purpose. Her H1B new petition was denied recently after getting picked up in the lottery. Does that count as a visa refusal? So for the DS160 for B2 renewal should the “have you ever been refused a us visa” question be answered YES or NO?
