Eligibility for dropbox for Fresh H4 with valid C1 Transit Visa

Could someone please verify if the below candidate is eligible for dropbox.
Holds a valid C1 Transit Visa to UnitedStates (for sailing) and Needs to apply for a fresh H4 Visa.
Can this be a drop box or needs consular appointment.

State department notification says of you have been issued ‘any type of visa’ in past, so the holder of C1 may be eligible. Note that the IW is at discretion of consulate amd the applicant may still be called for an interview even if eligible for IW.
