Emergency Certificate Application at Indian Embassy in Washington DC

Has anyone applied for an Emergency Certificate (EC) by mail through the Indian Embassy in Washington DC?

My parents are visiting the U.S., and we recently realized that both of their Indian passports have expired. They have a return flight to India in about 19 days. We live in Charlotte, NC, which is under the jurisdiction of the Indian Embassy in Washington DC.

The EC page on the Embassy website lists eligibility and documents but is unclear on whether personal appearance is required, or if the application can be submitted by mail/courier. I’ve emailed and called the Embassy but haven’t received a response yet and am concerned about losing time.

Was in-person appearance required? Or were you able to apply by mail?

Any recent experience would be greatly appreciated. Thank you.

Almost all services are offered by mail by Indian embassy and in-person.

I suggest you visit the embassy in-person in their business hours (check the website) and they would issue it right there.

Embassy is 7 hours drive from my place. This is why mail application is preferable. Not sure if you have experience with EC application at the DC embassy.
