Employer resfusing to issue a letter

Currently, I am working on a TSS 482 visa and I received an invitation to apply for state nomination. However, my employer is refusing to issue a letter which says “work specified in the employment contract must be performed by the employee and not contracted out to a third party”. I have all other documents and I have been working in WA as a permanent employee for 4 years. I think WA specifically asks for the letter from the employer which has the above mentioned statement. What are your experiences? Is there any alternative?

You can get this on email from your employer that they are not ready to write this statement and then submit it to immigration department.

I did receive an letter from employer which has following details but does not have WA specific statement (work specified in the employment contract must be performed by the employee and not contracted out to a third party)

Signed and dated by your employer
On the employer’s official stationery/letterhead
Includes contact details of the referee/person completing the statement
Confirms the position/job title and the main duties performed
Detail the period of employment served, including start and end dates (dd/mm/yyyy)
Confirms the position is held on a full-time basis

Is that sufficient if a WA specific statement is missing?
