H1b and H4 visa stamping both citizens of different countries

Hi, me an indian and my wife albanian citizen need to get visa stamp, i am on h1b and she will be on h4. It is our first time stamping, does any one know if we are eligible for dropbox in india or will we need an interview? Also can we get the stamping done in Albania instead of india as there are no appointmemts in india? Thanks for your help!

If you hold any US visa in past, you may qualify for IW.

You will need to check with US consulate in Albania if they will allow third country national for H1B stamping unless you are Albania citizen.
