H1b approval based on withdrawn i140(less than 180 days)

Hello,

I got laid off last month and got new employer now.

If my H-1B is approved with new Employer A based on an I-140 from previous Employer B, but later Employer B withdraws the I-140 within 180 days, what happens to my H-1B approval with Employer A? Can I still work using that h1b approval?

Already maxed out my 6 year h1b.

If the i140 is revoked (as previous employer withdrew it before 180 day completion), then, there are chances that H1B might also get NOID.

Do you suggest should I file in parallel a COS to H4 also as it will take some time to process and if the H1b gets NOID, i can still maintain the status. Or can I file COS to H4 the day I receive H1b NOID?
