H1B change of employer

I have i140 approved and currently in Canada. I got cap exempt H1B approval i797B (consular processing) through my current employer, based on i140. But I haven’t yet travelled using that H1B. Being Canadian citizen I don’t need visa stamping.

Now I got a new job opportunity where employer is willing to sponsor my H1B. Is it possible to transfer my current cap exempt H1B approval i797B to new employer. Please advise.

As far as I know, you can transfer cap exempt H1B to another cap exempt employer only.

Current approval is for a Consulting company and transfer required is with end client as FTE. But its i797B not I797A and I am outside US.
