H4 dropbox only for kid less than 14 yrs with parents not having valid visa

Would like to know if kid below 14 years can use dropbox, when both parents dont have valid visa and both parents will not be applying for the visa in India(i.e only kid will be submitting the documents).

It should be allowed but the parent’s will need to submit proof of US residence (like valid i94 and i797).
