H4 EAD with H1b Amendment

Can we apply for first time H4 EAD with H1B amendment? The extension for H1b and H4 is one and half years ahead.

H4 EAD can be applied anytime if you are eligible for it.

There is no need to file it with H1B amendment unless you want to do it.

I wanted to file it with amendment because it will allow me to file in premium if I bundle it up. Can I do that?
