H4 Stamping with expired H1B visa

Hi,
Can the H4 go for dropbox stamping alone when the current H1B visa stamp is expired but has a valid I797 extension approval with a new employer?

Yes, this is absolutely alright as far as the primary H1B is still in the US and in valid H1B status while the H4 goes for stamping. Carry the expired H1B visa copy along with other documents.
