How to find out if police verification is inititated?

I received my renewed passport about 2 weeks back (normal, SFO, Indian printed address). My address in India is the same as the last one.

I have not received any email about police verification. Government portal still shows the status as “passport is printed”. How would I know if the police verification is started? Is an email the only way?

Yes, generally you will get an email. Only other way is sending someone to police station to find out if your file is with them or if they reach out to the contact mentioned in your application.
