There is no recapture concept once you have approved I-140 that gives you ability to extend H1B beyond the 6 year term. The sponsoring employer can simply file cap-exempt H1B using your approved I-140.

when i check case status online with 13 digit provided on Form 797 it says
We approved your Form I-129, Petition for a Nonimmigrant Worker, Receipt Number EAC0910250180, and emailed you an approval notice. Please follow any instructions on the approval notice. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.
As you suggested i applied FOIA and i received a copy of application I-140 form including 19 pages they have send. In that ive seen ETA Case number. Can you please tell how to check the status of I-140

I have checked CASE STATUS using SRC******* number and it says
Case Was Approved
On ********* we approved your Form I-140, Immigrant Petition for Alien Worker, Receipt Number SRC***********. We sent you an approval notice. Please follow the instructions in the notice.
