Would like to know what are the chances of getting invite for 491 visa with 75 points including state sponsorship for ICT project manager and how can I increase my points for getting visa invitation. I have my brother who is Australian Citizen can I apply for family sponsored visa…

English score proficient… and will plan to give NAATI as well.

You can get points from your brother only if he lives in a regional area, in that case you can apply for family sponsored stream in 491.
Also, yes proficient english score + NAATI CCL will up your scores.
