Note that one of the condition mention in all sites is that the last visa should be issued from India (for applying from India) but this condition is removed it seems as my last visa was issued in UAE and stil I got the interview waiver. There was no question on the site which asks few questions while scheduling appointments (ustraveldocs.com) so I don’t know if this condition is recently removed. Though the websites still has this condition.
