Notarize and Apostille US Passport and all its pages

I need to notarize and apostille my canceled old Indian passports and current USA passport and all their pages to prove I did not step into India during 1995-2025 (to prove I was not aware of a suit initiated against my property in 2018 without my knowledge). Should I notarize/apostille just the last page of each passport or each and every page of each passport or use a separate letter for each passport covering/listing all its pages? Which format is accepted in Indian courts for civil matters?

Also, notary at a local library and apostille at Secretary of State - are these enough or do I still need attestation by Indian Consulate? Since apostille is the final step after which no changes can be made to a doc (as I understand), do I notarize → attest → apostille or just skip attestation altogether? Do courts in Vikarabad, TG require consulate attestation too out of bureaucracy? I heard notarization+apostille is good enough for any Indian court and the Indian consulate site does not list any service for attestation of passports:

As per law, only apostille is okay for Indian courts.

But, as a safety and back up, people do get Indian embassy attestation as well.

It is upto to you to get all passport pages attested or just one. In India, if not all pages are attested, they may find it to be a loophole to harass you.

Not sure how a notary would notarize and SoS would apostille more than 125 individual pages. I hope they don’t frown.

They charge money for each page. They would love it.

The link I provided above does not list ‘passport attestation’ as a service.

If Indian Embassy requires apostille to be done before attestation, that would be a bummer as apostille is the last step and any further tampering would invalidate apostille for international use
