PERM and I140 was filed and Approved from outside of USA

Hi All, I was on H1B and left USA 23th Aug 2021 , H1B maxout was 4th Sept’2021.
PERM was filed in OCt’21 and Approved in April’2022.
I140 was filed and Approved in May’2022 ( Premium Processing)
Currently outside of USA ( In Canada)
Question :- Can I get the H1B Extension now that I’ve I140 approved and move back to USA after VISA stamping ?
also, what is the processing time for stamping in Canada for citizen of India ?

Yes.

You will need to check for appointment for US consulates in Canada.
