Power of Attorney attestation at Houston

I have a 3 page PoA document given to me by the bank where I am applying for a home loan in India. It requires me to put photo on the last page. However, the Houston consulate website mentions - All the pages of the Power of Attorney have to be signed by the applicant, a photograph must be pasted on the front page and signed across . My question is where should I put the photo - front or the last page? PoA docs I have seen before or online mostly have photos and signatures on last page. I have tried to reach the consulate asking for clarification but I have received standard reply in the lines of visit the website.
Any one experienced with getting a PoA attested from Houston? Do they strictly follow the first page photo rule? Any suggestions on this?
