Should I file in EB2 or EB3? What makes the most sense?

My Priority date is July 11th, 2012. Due to changes in Employer, I am going through the PWD and PERM certification again. I expect the PERM to come back anytime soon. (PERM filed under EB2)

My question is, should I file my I-140 under EB2 or should I file my I-140 and I-485 under EB3?

If I file under EB2, I can only file I-140 and cannot file for I-485 as the dates for filing are not current.

If I file under EB3, I can get file I-140 and I-485 but the final action dates are far behind.

So what is the best strategy in this situation?

I would suggest to file in a queue that allows you to file i485.
