What is the diff between Final Date of Action Vs Date of Filing for Employment Based category?

Hi Experts,
Can anyone help explain the difference between Final Action Date Vs Date for Filing on visa bulletin ?

My Priority date is OCT-22.

The final action date for my category shows 1JUL2022.
Date for filing shows 1DEC2022.

By when can I be eligible to file for AOS?

You are eligible to file AOS of your priority date is earlier than date of filing date.
