Which 485 cases are being transferred to NBC

Generic question: What kind of 485 cases are being transferred to National benefits center ?
The ones where everything is ready like - case is documentarily complete + fignerprints applied and no issues + any other criteria?

or
there are still cases where basic checks are still remaining and still transferred to NBC

Officially, they are saying that cases which are not currently being actively seen by an officer at Texas or Nebraska center and have their Final action current are being transferred.

But, it is difficult to find out the exact criteria.

In many cases, when a person filed EB2 i485 (when EB3 i485 was pending), the EB2 is going to MSC and immediately, EB3 case is also transferred.

There could be other situations as well but those are the two I have heard of.
