Thanks Anil for the info. If I withdraw the current H4 EAD, reapply after coming back from India with H4 stamping - does USCIS refund back H4 EAD fees? I understand it will be a new application altogether.

There is fees refund given by USCIS. You are withdrawing your application on your own.
