what do you think are the chances of getting an invite for 189 with 85 points in Jan/Feb 2020 for 2613 category? My current date of effect is shown as 23/12/2019. Actually I retook IELTS and claiming 20 points now for language. Does the change in the DOE pushes my candidature down in the pool?

The change in points will change your date of effect and hence your spot in the queue is affected.
Chances are fair for an invite with 85 points. I believe you may have to wait about 1-3 months.
My ANZSCO code is 261312 Developer Programmer and I have 8 years of experience in my field and onshore applicants. By the end of November, I will secure 85 points + 5 Victoria State sponsors. i.e 90 points. What are the chances to get a 190 Victoria visa?
